some help with Russian passport - 1940

Would be grt for any advise on this passport...
Where was it it issue? year? by whom?
What are the satmps on pages 3? (I see 3 stamps and writing)

Issued by Belostok branch of NKVD on 16/04/1940. Stamps are for travel permission within the region, residence registration, employment with resque service.

Travel is permitted within the Avgust district (note this was s state border zone) through 16/04/45
Resident of Avgust district as of 13/09/40
Employed by the local resque/lifeguard service as of 13/09/40
