Any ideas on the location, dates and reason for the visas here?

It's a one month tourist visa made by the Leningrad customs service on 24 July 1934 to a Sash Weiss George as far as i can read. It's valid for one month and made without cost, for free. "Беспатно". The one below is in Polish
