Any idea on its meaning and location?
It appears to be a memorandum/certificate, #19, dated January 12th, 1943 issued to Aleksandr Falek (ethnic Uzbek) certifying he worked at a factory (potato processing plant) in Taydiak (?) from October 10th, 1942. The certificate was issued for presentation to the Polish Embassy in Samarkand, Uzbekistan and is signed by the Manager and Secretary of the factory.

My version:
This document confirms that Alexander Falek works as the "head of a potato center", in the "Sortsemovoshch" organization (engaged in harvesting seeds for vegetables) in Tailyak village, Uzbekistan. This document was issued for the Polish Embassy in Samarkand.
Bill, about the "ethnic Uzbek", you got a little mistaken, he has a Slavic name and a clearly Polish surname )).
We also take into account that the document is meant for the Polish embassy.
