Need help: Unknown Polish document

I've received this document from my Polish grandmother. I've never seen this kind of document before and my Polish is very bad. Can someone help me out?

Hello,
This document is a certificate of registration in the Hungary-based Polish Internment Camp in Barcs issued on March 23, 1940 to Mr Zbigniew Fliski born on September 28, 1910. The document was endorsed by the Camp Commandant.
