I think your buckle is a Civil War period buckle based on the 1850's buckle design. NCO's and officers wore similar buckles and these buckles were worn through the Civil War and into the Indian War's period.....
So I am thinking that the whole kit, (sword, scabbard, tassel, hangar, belt, buckle) is Civil War period....
If you get a chance I would like to see what the back of the buckle and the attachment device looks like..
When I was the curator at the US Army NCO museum, we had several of the same cavalry swords as well as belts, and buckles similar to yours which were period authentic and provenanced to Civil War Soldiers..

I just picked up this book,(Yesterday)
"A Guide Book To US Army Dress Helmets 1872-1904"
On the page opposite the Preface is this pic and description of a late 1870's trooper.
I thought it relevant to your buckle Indian war thoughts.

Really a great saber, especially with the engraving. I have a regular M1860, dated 1865.
My great-great grandfather served in the 15th Pennsylvania Cavalry. I have the miniature Bible he carried, but nothing else.

Actually, I have had his records for some time, but I appreciate your suggestion. He was only 18 when he enlisted, and lived until 1924.
