I think you will find these are civilian Dresden motorcycle plates with Police inspection stamps

As said above, they are civilian; police license plates would have a "Pol" prefix rather than the Roman numeral "II" for the Dresden district.

The red circular stamps on license plates identify the authority issuing the plates, not the vehicle holder.
