This is an Arty, and "Jeep driver" in the Austrian Bundesheer.
Very interesting, the license plate.
I don´t know, when the license plates with the BH, (for: Bundesheer), where introduced ?
Before they´re lookin´ like civil license plates, but, (as far as I know), all with the W for vienna ! ...
