Hi, no idea on the possible maker.
But IF ( and it is big if) the colours are accurate and these do represent First World War soldiers, these will be Belgian troops, as they wore khaki. French soldiers in WW1 wore "Horizon blue".
But in WW2 the French went to wearing khaki.

The Belgian Army wore the M1916 French "Adrian" steel helmet too. It had a lion's head badge to the front.

So did the ITALIAN army, but their uniform was their standard blue-grey.

It "could",i repeat "could", be some of the french dardanelles expeditionary forces soldiers,with the typical helmet cover and "mustard" color uniform?
The rifle is a bit naive to say whether it's a french or belgian one.

If it wasnt for the khaki paint (mistake ?!) i would say he looks Italian , from the cartridge pouch worn single,knapsack ,and cut of tunic ....
Id say they are repainted as its too new looking . Isnt there a green colour underneath ? That would also approximate to Italian Grigio Verde !

The backpack and the pouch just does not say French to me or the look of it .yes the helmet is the adrian type but many countries had it.
