I would also say Belgian looking type.
We also had quiet some toy factory's,making tin soldiers.
There is a toy museum in Mechelen try them at Speelgoedmuseum Mechelen

The backpack and the pouch just does not say French to me or the look of it .yes the helmet is the adrian type but many countries had it.
