Badge Help

I have these two badges, one has a screw back which is obviously a beret badge, but what does the other fit onto? Fixes by a cotter pin. Any help appreciated.

Polish General Staff in London Cap Badge

Tomasz Zawistowski in his great book : Polskie orly do czapek 1939-1945 (Polish Hat Eagles 1939-1945 ) says that this emblem was most like likely produced by Wladyslaw Buszek in London around 1942, but until 2008 when the Book was written he has not seen any evidence of this emblem being worn on Polish Army Hats.
