Hughes, this is a lieutenant of the 6th Mounted Rifles Regiment, as evidenced by the numeral on the epaulette, the collar pennon, and the regimental badge just visible on the left breast pocket.

The decorations from left to right are: Independence Medal (1930), Polish-Soviet War Medal 1918-1921, and the 10-year Independence Medal (1928). There is wound bar above the medals. The belt strap has a National Sports badge, and then below that a Marksmanship badge.

Judging from the uniform pattern the photo was taken before 1936.
