I believe I have seen similar issued to Polish civilians by the Germans during Polish campaign.
This is not a military id tag. Definitively it was Polish and was made before 1939 (Poryck was a village within the Polish borders before the war and it is on the territory of the Ukraine now - you can see the latin letters on it, not Cyrillic, as used presently).
Probably it was a kind of factory tool tag - local cooperative, large farm, grange?
Cannot exclude the probability that it could be an identification tag for animal (e.g. dog).
