What is this uniform?

Is it an actual uniform or just an ornamental thing? I can only get a clear scan by removing it from the cardboard frame but it's glued on tight and don't wanna risk ripping it.

Reminds me of some German university student association uniforms.

Here are some photos from the album of Hans-Joachim Züge, who was in a Burschenschaft (student corps) and went on to be a Heer Stabsveterinär. His Burschenschaft was a schlagende Verbindung, i.e. one that practiced the ritualized form of fencing duels known as Mensur (note the cheek scar).
