It's a kind of ID for officer's wife:

is a wife of:
2nd Lt Rozanski Wladyslaw,
father's name - Jerzy, who is in active service in Officer School of Recruiting as financial officer.
Valid until further notice.
Below - School's commander and signature and school's stamp.
On the other side unclear stamps and address. Dated 1946.
It's post WWII document from Poland. Officer School of Recruiting existed in Lublin town (second part of 40-ties)

Medal Za Udzial w Walkach o Berlin - Medal for Participation in the Battle of Berlin
Medal Zwycięstwa i Wolności 1945 - Medal of Victory and Freedom 1945
Medal Za Warszawe 1939-1945 - Warsaw Medal
Medal Za Odre, Nyse i Baltyk - Oder, Neisse and Baltic Medal
All issued post war I believe.
There's also a Polish Trade Union of Transport Workers and Drogowców badge and a Distinguished in Katowice Province Development badge.
One thing that puzzles me is that there was a fourth star on the shoulder board which has been removed so not sure of the significance of that, plus the other little epaulette?
