POLSKA MISJA WOJSKOWA ZAKUPOW - "Polish Military Mission of Buying"?
Polish badge from 1919.
Institution was responsible for buiyng of different types of superfluous military armament for Polish Army from different countries.
Looks good.

info. on spinner comes up with Polish Armed Services Purchasing Mission. comemmorating an event in 1920 ? looks like Latin on the scrolls. experto credite !
