what is the difference?

I used the Navy version of the K 20 to take photos of ruskie ships & subs in the mid/late 60s from a P2V-5 Neptune.

The main difference between the two, from my research, is that the K-20 is manually operated while the K-25 is electrically operated. I just saw a K-25 the other day at a flea market, and it was a plug that would be plugged in for power, which makes the K-25 more of a ground based camera rather than the portable aerial K-20.
As far as being rare... ehhh. I see them somewhat often. The K-20s seem to be more avilable than K-25. They pop up on ebay quiet often. Usually they are worth about $150-$250, but I've seen them go as high as $1,800.
