It's a West German Bundeswehr cockade inside a wreath of either the Wehrmacht or the East German NVA (their enlisted ranks' metal wreaths were very similiar).
What little I can see of the cap itself sure does looks like NVA.
Maybe somebody messed around with it, but then again, the NVA's very last uniform regulations from 1990 (the year of German unification) required the hammer-and-dividers cockade to be replaced with a black-red-and gold tricolor one. Thus, this may well be an untampered enlisted men's cap with these transitional insignia.

Yep, one of these infamous NVA crafting projects...seen a lot of these at militaria shows and fairs...I agree about the cockade and the wreath with HPL2008.

No way, the seller also listed a cufftie replica attached to a sleeve which sold for £174.
