It is not what it is pretending to be, the soutache is not of the correct material.
Better photos of the rest of the cap are required.

Good news and bad here.

First, the basic cap is original and is a KM Coastal Artillery man's cap. The name label is also original and correct for the cap.

The insignia has been poorly restored and it should not have the white soutach, which is incorrect.
