Insignia might have a chance. The eagle looks quite nice, the tall style wreath was often used for Merchant Marine caps with the emblem of the shipping line or "Reederei" where the cockade would normally be, but the style definitely existed in the TR. Just about everything else screams out that it is , as Stonemint rightly says, NOT Kriegsmarine.
At best, a period civil/merchant marine cap that has been "militarised".
Thanks guys. Someone went through a lot of trouble to put together a rather attractive looking (albeit not period correct) cap only to beat the crap out of it. This actually comes from a modest collection that was poorly stored away for years (you should see the other items).
It would have been more credible as Wasserschutzpolizei, but they also used a ribbed mohair wool band.
