The previous eagle would have been the larger and correct SA cap eagle.

The early RZM tag matches an early NSDAP eagle.
Maybe someone once had a larger eagle postioned?
One can replace the small eagle and position again a
larger eagle, which also is okay!
With a little handiness one can make the wholes
somewhat more invisible. Scrap the green cloth
with a scalpel and use the stuff to cover the holes.
Be careful not to cut into the cloth.
Wim is correct in his assessment. The cap at some point was denazified and had the larger eagle removed. The earlier pattern would have been the original insignia but would have been updated with the larger eagle around 1936.
