It's just my humble opinion but the insignia looks fake as does the cap. The piping looks very wide for one. You would need better photo's for a more in depth analysis. Wait for the true SS cap savants to give you more details.

Very obvious ground up fake, as Aldo already stated, the piping is one of the give-aways. No better pics needed for this one.

By the way, it's a copy of an officers' (not NCO's) cap.
