I would have thought it was pre-war German army.
It appeared to be a German Army Regimental Button...Fred has kindly shown it to be HJ indeed!
cheers, Glenn

Welcome to the forum.
Ok so this guy got wrong buttons? Hitlerjugend Shoulder Straps Pre 1938
M5 249 RZM in a Circle
Tnx
Here is a copy of the H.J. R.Z.M. regulations regarding shoulder strap buttons. The button should measure 19mm for H.J. and have a grey finish. With H.J. the number on the button reflects the number of the Gefolgschaft (a company sized unit) of the Bann. The strap would show the Bann number, the button the Gefolgschaft number of the corresponding Bann. The number is very high, so it would have to be from a huge Bann to have 41 Gefolgschaft.
An example of how this relates to the D.J. also from my collection. The insignia and ink stamp of the Fahnlientragger of Jungzug II of Fahnlien 12, of Jungbann 147 Lisken, of the Ost/Ostland Gebiet.
