Pre HJ insignia

Hello Gents,
I picked this up a while ago in a box full of ww1-modern german family heirloom items and militaria.

I haven't found much on this but watching a documentary on the HJ a while back I think I saw this black cross being used by a youth group the was pre or just overlapping the HJ,

appears to be silver wash over lightweight brass
20mm wide
25mm from top of the shield to bottom tip
2 sets of prongs folded over making a total of 4 usuable.

I may be way off on my attribution, feel free to tell me where to bump this to,

It's for the Jungdeutscher Orden, a Weimar-era national-liberal political organization formed in 1920 and disbanded in 1933.
