Where is this HJ banner from?

Found this picture in a old cardbox in my great grandfathers house. Woundring if anyone can tell where it is from.
face is removed due to privacy. This might be the wrong site, and im very sorry if it is.

It is a long history behind this picture. Im trying to not get too complicated because of my bad english grammar.
The picture is from a letter sent in 1943-45.
The picture is of a unknown ancestor(probably my great grandfathers stepsister).
We are now trying to find out - but we cant really be sure of where she's from or whats written on the backside.

We found a map over HJ districts, but we cant really find anything similar"Sü **** Ob****"
