I would say both were post war.

None of them is a WWII issue german Marschstiefel. To me, only the second pair has a slight chance to be period. They could be privately purchased by an Officer, the problem being that this style of boots was produced for almost 40 years....
First pair looks like postwar modified for reenactment purpose.
