I have having trouble reading the handwriting, sorry Steve!
I can at least make out that the second line is 'Generalleutnant'.
Last 2 words are die Heeres (the army)
I also got it to general leutnant, and i think his first name is Helge
But the rest i cant make out

This is General Helge Hansen, who was the chief of staff of the German Army at the time. That is, Generalleutnant und Inspekteur des Heeres. He is very tall, to boot. That is, chief of staff of the land forces of the Bundeswehr versus the CHOD, i.e. the Generalinspekteur d. Bw.

Inspector of the Army is the literal translation, which in the U.S. would be Chief of Staff, and I will leave it to my UK friends to translate.
General Inspector for General Inspekteur also is a literal translation that does not work.
My greetings to Spangdahlem and all such places of my storied youth.
All things being equal, I can well imagine a life along the Mosel versus where I live now, actually.
