    Looks like a liner that has been stripped and the band re added to it the paint is very bad, piece of junk

    again its the same webbing as a type 1 us liner or a M-80 iraqi helmet meaning it is removable, but as you can see there are 2 extra what appear to be bales attached with webbing on one of them
