Looks like the headband is installed in the liner to high. You need to drop it down to the bottom so it is attached to suspension.
Check out Top Pots for info on how the liner webbing should look.

WWII Nape Straps can be found relatively easy on EBay:

You'll want to pickup the non-adjustable (1-peice) version.

Makes sense as I guess it depends on the wearer and what was comfortable to them.

To add, do a google search of "Navy Number Stencil Helmet" and you'll find a few examples of stenciling similar to yours.
