Hi Martin, it does nothing for me. The lettering is very poor.

Allow me to add - just for the sake of completeness - that an officer's sleeve eagle badge should not have the geographical designation at all and even on the enlisted ranks' version, it would appear above, not below, the eagle.
Didn't some of the fire police officer eagles have district names? I'm just saying for the sake of argument.

No officer sleeve eagles had geographical designations, but you are probably thinking of the sleeve eagles for officers of a Werkfeuerwehr (= factory firefighting service):
Those had the word "Werkfeuerwehr" above the eagle design. They were the only police officer eagles with any additional lettering.
I think it says "Kiel" under the eagle...
