customs shoulder boards and cuff title

i think these boards were issued to an customs operation`s assistent (zollbetriebassistent) but i cannot figure out what those green vertical treads (don`t know the english word) are on the bottom of the boards?!!!
are they somewhat connected to long service?

The green traverse loop is part of the rank insigne. The boards are actually for a Hilfszollbetriebsassistent, a rank introduced in 1941. Without the loop, it would be Zollbetriebsassistent.
