    I am cataloging the items in the Holocaust exhibit at the museum I am interning at and found a shoulder board that I don't know what it is. My best guess is that it is a police patch, but I want to be sure. Can anyone help?

    It's a bullion cloth police patch, I don't think it came off a shoulder patch though, rather an M43 perhaps?

    It is a bullion Police sleeve eagle as you thought, way too big to be for a cap.

    The important point that was missed is that it is for an police officer.

    Because it is bullion is could have been from ANY branch of the police; fire, city, rural, municipal, administration, etc...

    So "Police Officer Bullion Sleeve Patch" is your best description for cataloging.
