Note the left edge of the cap band and the reflection of light to the right of the cap eagle. Apparently, the chinstrap is attached by black buttons which are not visible in the photograph:

I bow to younger and sharper vision than mine with regards to the chin strap.
The 2nd pattern police eagle on the schirmutze dates this picture later than early Landpolizei units. I concur that this is likely a Hitler Youth member of a Fireman's unit.

Just a brief follow-up on this one. I got in contact with Hugh Page-Taylor and though there is no further info on the cuffband, Hugh has a contact who actually lives in Rügen and is coincidentally a Polizei specialist. He has confirmed that the uniform is indeed Feuerschutzpolizei.

Very interesting picture and info about what must be rare.
As an aside, I have been to Prora and the KDF building there are still very impressive.
I heartedly recommend a visit there. Its well worth it.
One could also go see certain rocket testing grounds in the vicinity..., though I dont recommend jumping the fence.

They sure are. (I went there in 2006.)

For those not familiar with the place, here are some images I took of a scale model on display there, showing how the Seebad would have looked if it had been fully completed and operational:

Indeed. We are talking about a capacity for 20,000 guests, housed in 10,000 identical two-bed rooms, in a row of massive buildings stretching over 4.5 kilometers of coastline.
