Found this pic of the complete rangefinder setup, I still think it is a battery pack carrier, so for lighted sights and night vision

I think it is on the left not on the right under the battery cords, I seem to recall there being two bags in this set, one for the batteries and one for the other bits.

Definitly a battery carrier as I speculated. In this case the battery pack is to privide elumination for a pair of Soviet ACT trench binoculars, but as I said the same battery packs were probably used for everything from range finders to early infrared scope lights.
