small pouch.....?????

Hi,
Could someone give me more details on this package which is used to hold pencils. This bag is canvas, it holds 5 pens and closes with a metal button black. The rigidity of this package is provided by a steel rod under the canvas on the left side and a slot can attach to a button on the breast pocket of a gymnasterka (M35 or M43).

Not entirely sure, but this looks to be a variation of a tool pouch for the SVT40.

It is a tool pouch or cleaning kit pouch for a SVT40 rifle, I have one with all the tools and accessories.
