I believe the 82mm Mortar was used in WW2 and the Korean, Vietnam and Afghan wars .

Is this not a Russian Artillery compass ?, I have found the same in Finland taken from the Russians as War booty and have a tripod somewhere for this model of compass
Perhaps it is... It was listed as a Mortar sight but you could be right.

As a former US Army mortarman it looks to me like it might possibly be an aiming circle which would have been used to be sure that the sights of the four mortars in a section are operating from the correct azimith. Nothing worse than an incorrectly sighted mortar dropping rounds where you don't want them!!
