Soviet artillery compass
I can assure you that what you are showing is not a part of a mortar sight but of an artillery compass.
The artillery compass was not placed directly on a mortar or a gun but it was used to adjust a battery of guns (azimuth).
See the instructions for use; Артиллерия .
The artillery compass could also be used by engineers (pontoneers) for the construction of a bridge.
War dated photos of this Soviet artillery compass are not easy to find.
I only know the photo of a BM 31-12 Andryusha with its crew during the battle of Berlin in 1945.
The Soviet soldier on the right has a tripod in his hands and around his waist he carries the typical case of an artillery compass.

Tripod for artillery compass
Thanks for showing the photos of the tripod. Is the tripod dated?

Its not dated but would have come to Finland with all the compasses taken from the Russians as war booty in the war
