Is this an original wartime ammo box? On Ebay now, seller says its dated 1940, cause there is a big "40" on the top of the box.

I think that this is the original "wartime". "40" - 1940 - year of issue, marking "Д" (seems ) means cartridges with a heavy "long-range" bullet.
