I do not know this design, I am sorry.
But some one in Bulgaria tries to sell much the same item on an auction site under the identification "WWII ORIGINAL GERMAN LUFTWAFFE OFFICER LEATHER MAP CASE":

And for me, these have more the look of indeed Bulgar, by the type and finishing of the leather. Here a one that is a little similar and indeed called "Bulgarian WWII royal army officer combat map case":
