It appears to be a Heer Panzer collar tab insignia.

The Pz badge is similar to this badge used by the SS, and which originated with the Prussian Hussars at Danzig, the Death Head Hussars of the old army.

Your badge is smaller for use on the collar patches, whereas my badge here is large for use on the cap, of which we have many on this site. Also, this little badge was used on the peaked cap of those units entitled to maintain the lineage and honors of the Danzig hussars, as well.
