Very nice foto where do you get this?
Seems like it Estland SS volunteer... some more photos Estland SS maybe some one can identify are they same skulls.

Interesting stuff, to say the least. I'm going to assume that these Eastern manufactured cap skulls are fairly scarce. Once in awhile you run across one of the Latvian variants, but Estonians must certainly be even less common.
