Construction looks fine to me. I know black can really fade to brown with enough exposure. Perhaps this one was displayed for many years after the war. I owned a tunic that was in an attic clothes rack that faced a window. The front side was faded heavily unfortunately and the reverse was not. Is both sides of equal "fade" or color?
Second look, the white thread at the edge seems out of place...

I think the color variation is due to facing from too much direct sunlight. A nice period flag.
