These are an early method of attaching a flag to a pole. Usually they are found at the top and bottom of the mounting edge with rings for the pole sewn on in the middle. I can not tell from your images if this flag is all clips or the standard clips and rings.

Yeah, i should have had someone get it out, but i didnt plan on purchasing it, i was just curious to learn about it. Thanks for the reply

4 clips are visible in the images so maybe it's an all clips flag (just my two cents...)
The color of the flag would indicate a period original piece. It shows typical aging and construction.

The clips are good, so is the flag. Overall condition is unknown, so examine it good if purchasing.
