German/Italian pennant cut from strand!

Hey guys, i got this pennant last year, i really like it !!! Silk/Rayon type construction, double sided and cut from a strand. What is it for? I am assuming it was a steamer style hung across streets etc. when Italian dignitaries came to visit the Father land or vice versa. Any help would be great !!!!!

Do not really know about this at all - but I can say the photo is upside down !

I find it very odd that the sewn on flags are so very small, instead of
full size images on pennants, alternating one after the other.
The type of material is odd as well.........

Very interesting pennant you have... I find it a litle odd that the Nazi and Italian flags are so small... I'm thinking that maybe because of the black backing it was used at a funeral or some other somber moment?

I've only ever seen Italo-German friendship pennants that look like this. Both flags are loud and proud:
