Not so much of a flag as to a stunningly huge and beautifully made carpet! Unfortunately, I doubt that it still exists today, which is a shame, as it is certainly a choice example of a master carpet makers skill-not to mention a great piece of history!

Pretty sure it's a flag/banner. Look at the ripples in the fabric and the rope loops at the bottom of the picture
Beautiful flag. At a fisrt look it really is too big for a flag so it would have be a carpet but then why the loops ?
The loops are not actual loops, if you look closely, you can see that they are open ended and are actually 2 pieces of the rope. They are present on the left side as well, so I am assuming that they are simply parts of the weaving- strands that have yet to be trimmed. The 4 people shown working on it have, apparently, not yet finished with it. Since it is on a wooden floor, they May be installing this in place.

The loops seem to be on the left hand side also and possibly all around
Perhaps its meant to be held all around by children or adults in some sort of stadium ? Similar to the way they hold up large football emblems at Champions Leagues matches and so forth ??
The caption for this photo reads: "15th, August, 1935, A giant Nazi flag measuring 26 feet square being made in Berlin for Hitler's Nazi congress to be held in Nuremberg" but this may or may not be incorrect.
