I have been offered this, but have no idea of its purpose or authenticity. Any ideas please?

Never seen anything like it before. Personally I am not convinced. It resembles a sport shirt eagle too much for my liking. Maybe others will know more?

The piece the eagle is attached to almost looks like some sort of shotgun or rifle sheath.....although, I have no clue as to why such a thing would have an eagle sewn onto it.
