I don't think this is hilfspolizei. I think this is Feldjaegercorps. I recognize the pattern from the Stag Handled Dress Bayonet. If I am wrong, hopefully Ade or another of our guardians will correct me.

Actually I cannot help on this one as I have never seen this style trumpet banner before. But overall, I like what I see. Certainly "Police" related in the broad sence of the term. The opposite side is based upon the design of the Reichsdienstflag.

I expect it has been paired up with the trumpet at some point, as I inclined to believe "DRK" would be German Red Cross?

I agree that the trumpet banner is related to the short lived SA Feldjaegerkorp. Here is the star worn on the Feldjaegerkorp kepi, which matches the design on your banner.
