From my recollection and knowledge I think the Third Reich Motor-SA and the NSKK used the same eagle (the standard SA eagle). Later the NSKK received its own designed eagle with the NSKK. My opinion is this is an early designed Pennant. I could be mistaken and hope others will correct me If I am incorrect. Material and rings look period made to me without any doubt. I have rarely seen these without the NSKK. My feeling based on rings not a vehicle pennant but it could have had clips at one time so maybe could have been as well? I like it as an early SA/NSKK piece.

I agree with you brother an early transitional piece. Very nice condition, and excellent with family provenance TC. Here a page from Wim's book Headgear of Hitler's Germany volume 4 describing transitional stages of the branch and similar eagle minus the NSKK banner above we usually expect to see. Also perhaps of particular interest to you Mr Rossi a photo in the book that may look familiar? Best regards.
