It looks like the rod is threaded? If so I'm thinking it could be a spare tire carrier?

I was thinking for carrying the spare wheel on the back of the motorbike side car

Good eye about the vehicle, seems it's indeed for a motorcycle sidecar ('Ersatzradhalter fur Seitenwagen')!

For a seemingly identical one see BMW Z

If it's still in usable condition I have no doubt you will be able to sell it very quickly.
