Why were military personnel present?
I suspect that they are not actually military, but are like many of us, just wearing surplus uniforms for the sloppy work on the recovery. However, their version of the National Guard (the MVD) may participate in the recovery of such historic relics for restoration, just like ours (US) does.
I would cite the example of the Alaska Air NG who went by barge to help recover some WWII U.S. bomber off an island in the Aleutians, as well as the NV Air guard who helped recover some bomber from a lake bed several years back.
These are just two US examples that I recall, but I know that while I was in College, I was assigned to an Army guard unit, and it was involved in the restorations of several artillery pieces used as displays in their area.

I would assume army personnel would also be there for any unexpended ordinance that might be found-unless you really wanted the war experience of being blown to bits!

EOD personnel may very well have been on hand, that is a valid point!
