Hi William,
In my very humble opinion, it's definitely not a military award. It's some kind of civil service award from the late 19th century. Awarded to mayors, businessmen, city clerks etc. Also possibly some kind of award from a municipality, e.g. keys to the city. It could be Spanish but I doubt it. Most Spanish awards, even from this early period had very colorful ribbon. I've never seen another like it. Sorry I couldn't give you anything more definitive.
